ABALA proposed for €16.67m contract to build the Museo del Mar y de la Sal in Torrevieja

  • The contract covers the Museo del Mar y de la Sal, regeneration of its surroundings, and rehabilitation of the Casa de la Administración de las Salinas and the Caballete.
  • ABALA's offer is €16,669,412 (VAT included), 7.95% below the initial budget of €18,109,085.

The Mesa has sent the proposal to the contracting authority to continue the steps before the award.

The Mesa de Contratación (tender committee) of the Ayuntamiento (town hall) of Torrevieja, meeting on 2 October, unanimously agreed to propose ABALA Infraestructuras, S.L. as the contractor for the works on the Museo del Mar y de la Sal and the regeneration of its surroundings, along with the rehabilitation of the Casa de la Administración de las Salinas and the Caballete. The company received the highest score in the process, with 96.9781 points out of 100. ABALA's offer amounts to €16,669,412, VAT included, compared to a base tender budget of €18,109,085. This proposal represents a reduction of 7.95% and a decrease of €1,439,672 from the starting amount. The offered price is broken down into €13,776,374 as the base and €2,893,038 corresponding to VAT. ## Five companies submitted bids The open procedure, subject to harmonised regulation and ordinary processing, received bids from five companies. The classification approved by the Mesa, ordered from highest to lowest score, is as follows: - ABALA Infraestructuras, S.L.

  • CITANIAS Obras y Servicios, S.L.U. ## Maximum execution period of 20 months The total maximum duration of the works contract will be 20 months from the signing of the verification act for the site layout. The execution is organised into two concurrent phases: the works for the regeneration of the Museo del Mar and its surroundings have a maximum term of 20 months, while the actions in the Casa de la Administración de las Salinas and the Caballete must be completed within a maximum of 12 months, included within the total period. ABALA also offers to extend the guarantee for the works by 45 additional months to the one year provided in the contract, bringing the total guarantee period to 57 months, equivalent to four years and nine months. ## Recovery of maritime and salt heritage The project will enable the development of spaces for the Museo del Mar y de la Sal, the urbanisation of its surroundings, and the rehabilitation of the Casa de la Administración de las Salinas and the Caballete. The projects were drafted by Paredes Pedrosa Arquitectos, S.L. and were approved by the Junta de Gobierno Local (local government board) on 12 June 2026. The regeneration of the Museo del Mar and its surroundings is part of the Integrated Action Plan of Torrevieja and the Local Integrated Development Strategy, with co-financing from the European Union through the European Regional Development Fund (FEDER), under the Multi-Regional Programme of Spain 2021-2027. Following this agreement, the Mesa has submitted the proposal to the contracting authority to continue the steps prior to the award. It is planned to require ABALA to provide the documentation specified in the terms and the constitution of a final guarantee of €688,818.71, with a period of ten working days from the day after receipt of the request.
