Why it matters: Foreign residents from the EU, UK and other countries with agreements must follow specific steps and deadlines to vote in the 2027 Torrevieja municipal elections.

Details:

  • EU citizens must be 18 on election day, not barred from voting, and registered on the padrón in Torrevieja.
  • EU citizens need a national ID or passport, the 'green certificate', and must declare their wish to vote.
  • Those needing to register on the padrón must do so before 30 December.
  • Declarations can be made online via the INE, by post, or in person at the Ayuntamiento (town hall).
  • UK, Norway and other nationals with agreements must apply between 1 December (year not stated) and 15 January 2027.
  • Norwegian citizens must prove three years of legal residence on voting day; UK nationals at least three years before applying; most other countries require five years.

What it means for you: EU citizens must declare their intention to vote in the 2027 municipal elections; those who still need to register on the padrón must do so before 30 December. UK, Norwegian and other nationals with reciprocity agreements must apply between 1 December (year not stated) and 15 January 2027, even if they registered or voted in previous local elections. The process can be completed online, by post, or at the Ayuntamiento.

Who can vote in Torrevieja's 2027 local elections? Foreign residents in Torrevieja from the European Union, the United Kingdom, and other countries with special agreements can take part in the municipal elections in 2027 if they meet certain conditions. ## What are the requirements for EU citizens? EU nationals must be 18 years old on election day, not be deprived of voting rights, and be registered on the padrón (municipal register) in Torrevieja. They also need to show their national identity document or passport and the 'green certificate' (EU citizen registration certificate). To vote, they must formally declare their wish to participate in Spain’s municipal elections. Anyone needing to register on the padrón must do so before 30 December. The declaration can be made online through the Instituto Nacional de Estadística (INE) website using Cl@ve or a code sent by the Oficina del Censo Electoral, by post following instructions in the official letter, or in person at the Ayuntamiento (town hall). The Oficina del Censo Electoral plans to send letters at the end of September to EU citizens who have not been contacted in previous municipal elections and who have not yet declared their intention to vote. Those who have already declared and remain on the electoral roll do not need to repeat the process. ## What about UK and other non-EU nationals? Residents from the UK, Norway, and other countries with reciprocity agreements (Bolivia, Cabo Verde, Chile, Colombia, South Korea, Ecuador, Iceland, New Zealand, Paraguay, Peru, Trinidad and Tobago) must follow a different procedure. They must be 18 on election day, have legal residence in Spain, be registered on the padrón in Torrevieja, and prove a period of uninterrupted legal residence: Norwegians must prove three years of legal residence on the day of voting, UK nationals must prove at least three years before applying, and most other countries require five years. The application period opens on 1 December (year not stated) and closes on 15 January 2027. The Oficina del Censo Electoral will send letters at the end of November to help with the process, which can be completed online, by post, or at the Ayuntamiento. These residents must apply for the 2027 municipal elections even if they registered or voted in earlier local elections. ## What if you do not receive a letter? The Ayuntamiento states that anyone who meets the criteria but does not receive a letter from the Oficina del Censo Electoral can go directly to the town hall within the application period to complete the process.
